Recovery Act Funds Support Innovative N.C. Energy Projects
Eighteen innovative North Carolina projects, 17 using solar technology and one using landfill gas, will receive a total of about $2.3 million in federal Recovery Act funds to implement energy conservation projects that invest in energy technology, Gov. Bev Perdue announced today.

House Passes Home Star Energy-Efficiency & Jobs Bill
The program includes two tracks to provide long- and short-term benefits.
- The Silver Star program provides up to $3,000 rebates to homeowners for the installation of specific energy-saving technologies, including insulation, duct sealing, windows and doors, air sealing, and water heaters.
- The Gold Star program rewards homeowners who conduct a comprehensive energy audit and implement a full complement of measures to reduce energy use throughout the home. Consumers will receive $3,000, or half the cost, for measures that reduce energy use by 20%, and can receive up to $8,000 when additional energy savings are achieved.
Thermographic Inspections:
In addition to using thermography during an energy assessment, you should have a scan done before purchasing a house; even new houses can have defects in their thermal envelopes. You may wish to include a clause in the contract requiring a thermographic scan of the house. A thermographic scan performed by a certified technician is usually accurate enough to use as documentation in court proceedings.

Obama Tries to Give Energy Bill a Push
By HELENE COOPER
President Obama, who is still hoping to get an energy bill through Congress this year, met Tuesday at the White House with lawmakers from both parties to try to push the process along.
The closed-door meeting included several Republican and Democratic senators who are considered swing votes on the legislation, which, if the White House has its way, would include a broad cap on carbon emissions.
“The president’s strong belief is that in order to transition ourselves away from our dependence on foreign oil and into a clean-energy economy, that we need a strong incentive to do that,” the White House spokesman, Robert Gibbs, said.
The American Recovery and Reinvestment Act of 2009 signed on February 17, 2009, by President Obama has made significant changes to homeowner tax credits for specified energy-efficient home improvements and fuel-efficient hybrid electric vehicles. Some of the more significant changes include the extension of the tax credit through 2010 and the increase in the total available tax credit from 10% to 30%. Of note, improvements made during 2008 are not eligible for the tax credit.
